Fittingly, it's taken from Harry Potter and the Order of the Phoenix, a book defined by the struggle of Ginny and the DA against the tyranical reign of Dolores Umbridge. Said to Harry, in reference to defying Umbridge, it is a statement of rebellion and risk, of hope and adventure.
